So, whatever changed in 2004 introduced stuttering in older WinTV tuner drivers. Live TV now WORKS FINE with no stuttering. Now, WinTV v8 runs and can find TV channels on a scan of the channels.

Naturally, no issues with older 1909 and older, so MS likely messed up something in the newer versions of Windows.
